General information about the Project

One of the priority areas for the development of the social sphere in the Republic of Belarus is the improvement, including modernization, of the health care system.

The most important task of the health care system is to provide citizens of the Republic of Belarus with affordable medical care, including medical care.

Today, e-health is a global phenomenon and opens a unique opportunity for the development of health care in the Republic of Belarus.

E-health covers a wide range of activities involving the use of electronic means to provide health-related information, resources and services: it is the use of information and communication technologies (ICTs) for health.

At present, a high level of informatization of the healthcare system in the Republic of Belarus is a prerequisite for achieving one of the most important indicators of the effectiveness of the national healthcare system at the present stage - a high level of citizens' satisfaction with the quality of the services provided.

In addition, improving the system of training, retraining, advanced training and improving the clinical competence of specialists with higher and secondary special medical, pharmaceutical education provides for the introduction of modern technologies in these processes. The creation of the necessary conditions for the organization of the educational process, including the functioning of the Republican Simulation Center in BelMAPO, as well as laboratories for the development of practical skills in medical universities and medical colleges will help improve the quality of medical care for the population.

Also, in the Republic of Belarus, special attention is paid to the protection of mother and child health. A multilevel system of rendering medical assistance to mothers and children has been created and is functioning. The head institution in this system is the RSPC "Mother and Child". The creation of the necessary conditions for the birth and development of children will ensure the provision of medical care that meets modern international requirements and will contribute to improving the quality of diagnosis and treatment of diseases of term and preterm infants with very low and extremely low birth weight, with severe perinatal, hereditary and congenital diseases 

 

In this connection, the World Bank project "Modernization of the Healthcare System of the Republic of Belarus" (hereinafter - the Project) is currently being implemented in the Republic of Belarus.

The project is implemented within the framework of the Loan Agreement between the Republic of Belarus and the International Bank for Reconstruction and Development of November 25, 2016 (the Agreement was ratified and entered into force on May 19, 2017) and the Order of the President of the Republic of Belarus No. 135rp of August 21, 2017.

Objective of the project

Assistance in enhancing certain aspects of the quality of care in the Republic of Belarus

The project consists of the following components:

Component # 1. Establishment of e-health and clinical decision support systems
Purpose of the component:

the creation of a centralized integrated health information system and the introduction of e-health services, including technologies for monitoring the quality of medical care.

Component No. 2. Increasing the level of clinical competence of health workers in the management of noncommunicable diseases
Objectives of the component:
  • modernization of the system of training, retraining, advanced training and improving the clinical competence of specialists with higher and secondary special medical education by optimizing the system of acquiring practical skills
  • improvement of the organization of work of medical specialists of the district therapeutic service of health organizations providing primary medical care and expanding their clinical competencies
Component No. 3. Modernization of the neonatal care system of the Mother and Child
Purpose of the component:

in improving the quality of diagnosis and treatment of diseases, term infants and premature newborns with very low and extremely low birth weight, with severe perinatal, hereditary and congenital diseases

Component No. 4. Project Management, Monitoring and Evaluation
Purpose of the component:

ensuring proper support for the implementation of the activities of the proposed Project
